You are hereby summoned to attend the Ordinary Parish Council Meeting of Horsington Parish Council on Wednesday 17 May 2023 commencing 7.30pm at Horsington Village Hall.
In accordance with the provision of the Public Bodies (Admission to Meetings) Act 1960 as amended by Section 100A of the Local Government Act 1972, Schedule 12A the Public and press may attend the meeting.
The recording at Council Meetings is permitted with the full knowledge of the Chairman of the Meeting and must be conducted openly.

0523/16 Update: 0123/92 Highway/Footpath Repairs Pot holes & maintenance - Updates & Actions:
1. Flooding/Blocked drain/s - Bus stop Lay-by Main Street - Flooding reappeared during freezing conditions Highways warning sign - jetting of drain may have shifted blockage to opposite side of road requires further investigations. Cllr Bradwell updated meeting and is to arrange site visit with LCC Highways Manager with Clerk & Chairman. Map of works required would be helpful.
2. Bucknell to Horsington Rd, footpath overgrown and grass/weeds penetrating through breaking up tarmac surface - Completed.
3. Footpath Moor Lane - Installation of footpath to assist disabled resident. Moor Lane - Horsington Rd junction - Need specific funding - but unfortunately is considered to be a low priority for LCC Highways funding. To chase for a review.
0523/17 Update: 0123/93 Traffic Calming measures & signage.
a) Construction of (FOC) and installation of: Village entry gates: Ongoing & in hand.
b) Traffic Survey (levels & speeds). Clerk awaiting outcome of formal request to LRSP & Highways review of the 60 mph limit on all the approaches to Horsington & Enforcement request to Lincs Neighbourhood Police - re noisy speeding motorcyclists'. Clerk received update 6/12/22; due to backlog assessment delayed to early 2023. Response received 19/04/2023. PCSO J Mohamed attendance at Annual Horsington Parish meeting 15 March 2023.

b) S/087/02506/22 GLEBE FARM, HORNCASTLE RD, HORSINGTON Planning Permission Erection of an agricultural storage barn. Received 09 January 2023. Update: Members considered application via circulation of emails between 25th & 26th January 2023. Clerk consultation letter in support. Application Approved 01/03/2023.
c) Ref: APP/D2510/C/22/3300400. LAND OFF, MOOR LANE, HORSINGTON. Appeal against ELDC Enforcement Notice EC/087/00229/21 received 13/07/2022. Change of use of land from agricultural to a mixed use comprising of agriculture and recreational use, the erection of a timber building for residential use and siting of a storage container. Retrospective Planning Permission - S/087/01307/21- Erected timber building permanent residency etc., Refused consent. Clerk: HPC submission to PINS 15/08/2022.Appeal dismissed 08 December 2022.
d) Ref: EC/087/00414/22 2nd Enforcement Notice issued 04 November 2022 in respect of the unauthorised development, given that works are continuing and are beyond the scope of the previously issued Notice under reference EC/087/229/21. Appeal received ref: APP/D2510/C/22/3312392. Awaiting consideration and decision by the Planning Inspectorate. Note: The Position of the Parish Council during the planning consideration and determination process is as a consultee party, which holds no statutory powers to approve, or refuse planning permission.
0523/23 Update: 0123/99 Coronation of His Majesty King Charles III - 6 May 2023 & Bank Holiday Monday 8 May 2023. HPC to liaise with the village hall committee to host a celebration event - Cllr Hill confirmed by email that arrangements are in place for a celebration event to be held on Sunday 7 May commencing at 4.00pm with entertainment following food & drinks, provided by the Village Hall Committee and part funded by the Parish Council.

0523/26 Update: 0123/102. Concerns re: Bus Services to Horsington and Call Connect services to other villages.( 'Call Connect is particularly useful to Horsington residents in view of the sparse service offered on routes 10 and 30 through the village'). Cllr Bradwell to investigate concerns.
0523/27 Update: 0123/105. Chairman raised attention to possibly attending a presentation on 9 February 7pm -8.30pm at ELDC new Centre in Horncastle re a Gov UK Rural Prosperity Fund up to £6.1 million. Chairman to report feedback to Members
