Minutes of Ordinary Meeting of Horsington Parish Council on Wednesday 16 August 2023 commencing 7.30 pm at Horsington Village Hall.

0823/38 Update: 0123/92 Highway/Footpath Repairs Pot holes & maintenance - Updates & Actions:

1. Flooding/Blocked drain/s - Bus stop Lay-by Main Street - Flooding reappeared during freezing conditions Highways warning sign - jetting of drain may have shifted blockage to opposite side of road. Cllr Bradwell updated meeting - investigations have found no ongoing blockages despite recent heavy rain - agreed to monitor situation.

2. Footpath Moor Lane - Installation of footpath to assist disabled resident. Moor Lane - Horsington Rd junction - Need specific funding - but unfortunately is considered to be a low priority for LCC Highways funding. To chase for a review.

0823/39 Consideration of and response to LCC Highways Survey Roads & Drains. Clerk has circulated link to survey & Chairman to review questions.

0823/40 Update: 0523/17 Traffic Calming measures & signage.

a) Construction of (FOC) and installation of: Village entry gates: Ongoing & in hand.

b) Traffic Survey (levels & speeds). Clerk awaiting outcome  of formal request to LRSP & Highways review of the 60 mph limit on all the approaches to Horsington & Enforcement request to Lincs Neighbourhood Police - re noisy speeding motorcyclists'. Clerk received update 6/12/22; due to backlog assessment delayed to early 2023. Response received 19/04/2023. Update: Clerk received Traffic Survey Report B1190 Horncastle Road  24 July 2023. Clerk updated meeting - Resolved: Clerk to respond to unsatisfactory outcome of survey.

a) Consideration & approval of Invoices/Payments due 16/08/2023.

0823/43 Update: 0523/21 - Memorial in recognition of Charles Hill (former Chairman of HPC) for his outstanding contribution and service to the local community. Chairman updated meeting following agreement of  Memorial Proposal by Horsington Village Hall committee after consultation with the Hill family - HPC Members Resolved: to approve one external plaque to be painted on aluminium for display in the grounds of the village hall and a second, painted on wood to be displayed inside the hall. 

The village hall is to be renamed:  CHARLES HILL COMMUNITY HALL. 

The plaques will read:

Horsington Remembers with Gratitude - Charles Hill 1.4.1934 - 20.11.2021
Whose Unfailing Friendship, Generosity and Support Enriched Life in this Village.

The Chairman has organised the supply and preparation of the plaques which will be donated to the village also in memory of Charles Hill.

a) S/170/01940/22 | Planning Permission - Erection of 10no. eco lodges and 1no. activity centre. | FORMER BRICK PITS, STIXWOULD ROAD, STIXWOULD. Note: Application is not within Horsington Parish boundary &Clerk has received communications from residents in the vicinity of the application site. Letter sent to ELDC dated 8 June 2023.

After consideration of the submitted application & resident's statements; Members Resolved:  Clerk to update ELDC advising that the position of the Parish Council is to not support this application and consider that the environmental and residential amenity issues identified, are considered to be legitimate and justified.

a) Ref: APP/D2510/C/22/3300400. LAND OFF, MOOR LANE, HORSINGTON.  Appeal against ELDC Enforcement Notice EC/087/00229/21 received 13/07/2022.   Change of use of land from agricultural to a mixed use comprising of agriculture and recreational use, the erection of a timber building for residential use and siting of a storage container. Retrospective Planning Permission - S/087/01307/21- Erected timber building permanent residency etc., Refused consent.

Clerk: HPC submission to PINS 15/08/2022.Appeal dismissed 08 December 2022.

b) Ref: EC/087/00414/22 2nd Enforcement Notice issued 04 November 2022 in respect of the unauthorised development, given that works are continuing and are beyond the scope of the previously issued Notice under reference EC/087/229/21. Appeal received ref: APP/D2510/C/22/3312392. Update: Appeal Dismissed 7 July 2023. 

Note: The Position of the Parish Council during the planning consideration and determination process is as a consultee party, which holds no statutory powers to approve, or refuse planning permission.

0823/46 Minor Items. Chairman raised concerns re 2 Cllr vacancies following 4 May 2023 uncontested election and stepping down of Cllr A Reavill & R Howard. Those interested in co-option onto HPC please contact Clerk.

Chairman is seeking suggestions from the community as to ideas and potential projects to improve village amenities.

Received further response from LRSP 24 July 2023 - Traffic Survey Report B1190 Horncastle Road following additional concerns on this straight stretch of road.

a) Commenced application process for HPC's official gov.uk domain name/contact email address - to comply with GDPR. Established contact with proposed service provider for costs and procedure - application due to be submitted in June / proceeding.
