May 2024 Annual Parish Meeting Chair's Report

CHAIRMAN’S REPORT OF THE ANNUAL PARISH MEETING 

CONVENED ON 13 MARCH 2024 TO BE PRESENTED TO HPC's ORDINARY MEETING WEDNESDAY 15TH MAY 2024.

The Annual Parish Meeting was held in the Charles Hill Community Hall, Horsington, on Wednesday 13th March 2024. This meeting is called and organised by the Parish Council, but it is a meeting for the village. It was chaired by the Chairman of the Parish Council and all of the guest speakers were invited by the Clerk of HPC.

The Chairman after opening the meeting, introduced Kimberley Picket  - The Safer Together Co-ordinator for East Lindsey who represents  the Office of the Police and Crime Commissioner. (OPCC) at Lincolnshire Police Headquarters Deepdale Lane Nettleham  LN2 2LT

Kimberley provided information on her active role which is seeking to bridge the communication gap between the OPCC since the scaling back of PCSO's and local communities in East Lindsey. Kimberley was keen to listen and feed back the concerns raised at the meeting to the OPCC and is happy to liaise with HPC and our local community.
 
Those who attended the annual meeting in 2023, may recall PCSO Jad Mohamed gave an informative presentation accompanied by a fellow PSCO.

Kimberley also provided a quantity of  booklets which covered SCAMS and other information for circulation to local residents. Some of these were taken by those attending the meeting and a supply was left in the village hall.

The meeting discussed proposals to commemorate the 80th anniversary of the D-Day Landings; the Community Hall committee is undertaking this and will mark the occasion on Thursday 6th June 2024 with a ceremony at the church gates.

A report was given on the continuing popularity of the Snooker Club and how intending members can join; the Emergency Committee is still in existence but training on use of equipment is still awaited.

Those present applauded an excellent presentation on “The Horsington Rebel” – Arthur Thistlewood – who led the Cato Street Conspiracy, which aimed to overthrow the Government and kill the  ministers;  Allan Garrett had clearly put much work into researching this aspect of the history of our village and it provoked great interest.

Lynne Needham spoke on her formation of a village history group (which coincidentally meets here tomorrow evening).

Other matters discussed included the increasing number of events being organised in the Community Hall (in response to requests made at previous meetings) – something now possible, as more people have joined the committee.

Although invited, no report was received from the owners of the Elder Tree Inn on progress on re-opening ('but subsequently work has resumed and I’m told  it’s hoped to reopen this summer').

There was a discussion on the current emergency registration of the Defibrillator, located on the outside wall of the village hall, which is has now been resolved and updated.

Agreed the next Annual Parish Meeting will be held on 12 March 2025.
