Draft Minutes of Ordinary Meeting of Horsington Parish Council on Wednesday 15 July 2026 commencing 7.30pm at the renamed 'Charles Hill Community Hall' - Horsington.

Those present: Chairman M Beard, Cllr N Elliot, Cllr J Foster, Cllr R Hill  & Cllr W Gray - ELDC.

0726/35 Update: 0526/18 Highway/Footpath Repairs Pot holes & maintenance - Updates & Actions:

1. Footpath Moor Lane - Installation of footpath to assist disabled resident. Moor Lane - Horsington Rd. Meeting - proposed White line resolution. Members raised safety concerns as this would restrict the width of Moor Lane to vehicle passing both ways. Cllr N Oliver agreed with the concerns raised and will make representation to LCC Highways to initiate these works. 16/07/25 Response received from Cllr Oliver & Members.Clerk submitted the following comment: 

Members have consistently been requesting the Installation of footpath to assist disabled resident using their wheelchair, also there are resident children who have to either walk on the side of the road or on the grass verge to board their school buses, along with other walkers to and from the roadside footpaths on Main Street. 13 May 2026. Cllr A Garratt suggested contact be made with the resident most affected to enquire whether they require assistance. Update: - Cllr R Hill advised matter is not pressing.

 

2. Update: 0726/35 Poor Condition of Main Street Update: Cllr N Oliver & Clerk liaising with Highways. Site walk over April & 5 June 2026 - Highways, LCC Cllr representitive, Cllr Oliver & Clerk. Schedule of maintainance works in hand to improve road surface until planned resurfacing. Further site visit arranged for 20 July 2026. LALC Summer Conference Clerk partipated in Talking Table session LCC Highways & raised on going progress/concerns.

0726/36: 0526/19Traffic Calming measures proposed for the 3 approaches to Horsington.   Update: Cllr Oliver - Update some measures have been made by LCC Highways - new 30mph road markings at each location adjacent to the new white gateways. Meeting considered further measures - monitoring of speed limits. Cllr Oliver to provided information Clerk received details of LRSP Speed watch scheme which involves local residents. Members further considered this matter and Resolved: for Clerk to liaise with LCC to relocate the existing Please Drive Carefully signage as an additional traffic calming measure. Cllr Oliver to request replacement signs to be relocated at an increased distance form White gateways. Update: 5 June site visit. Highways to investigate replacing existing signs as in poor condition & design obsolete. Site visit - 20 July to confirm installation locations & review of signage etc.

a) GDPR - Horsington PC contact email addresses. Update: Domain name registered  new provider facilitating email package & change over to horsingtonparishcouncil.gov.uk.

0726/38 Financial Matters & Financial Statement 15/07/2026. 
 

a) Payment of Invoice/payments to be approved. 

b)  Update: Following approval of renovation costs of works received 25/11/2025 of £700.00. Remittance of £500.00 has been received - from Cllr W Gray's allocation of ELDC grant funding 2025/26. Clerk has chased contractor for update & expressed concerns regarding delay in commencing works confirmation works procceding.

c) Note: Zurich Cheque no 462 cancelled & re-issued Chq 466 cleared.

d)  Clerk attended the LALC Annual Summer Conference 14 July 2026.

Update: Approached Unity Trust Bank at LALC Summer Conference re switching Bank account as Horncastle Bank is scheduled to close on 10 August 2026.

Update: participated in SAAA (Smaller Authorities Audit Appointments) Talking Table session 'Introducing the digital AGAR for 2027.

0726/39 Planning.

a) 01016/26/FUL Notchet Bucknall Road Horsington LN10 5ET.

Planning Permission - Erection of a replacement dwelling.

Consideration of Planning Application received 09 July 2026, Members Resolved: to support application Clerk to submit consultation response.

 

b) 00314/26/FUL Poollham Poultry Ltd - Harriets Farm, Poolham Lane, Poolham. Planning Permission - Erection of 8no. poultry units, agricultural workers dwelling, construction of a vehicular access road, excavation of land to provide an attenuation basin and associated infrastructure. Clerk circulated details via email - Submitted consultation response 7th April 2026. 'Members have no objections to the proposed development'. Awaiting decision.

 

0726/40 Update: 0526/23 March 2026 Annual Parish Meeting/ Horsington Community Vision/ Plan - Cllr Garratt presentation & Residents responses - Next steps for consideration - discussion re residents who registered their interest in contributing towards the 1st stages - Chairman to contact and arrange follow up meeting to potentially form steering group. Members Resolved: to informally follow-up with interested residents at the Village Hall Coffee Morning on Saturday 12 September 2026.

 

0726/41 Update: 0526/24 Cllr N Elliot raised the potential for safe space for children at the community orchard. Potential feedback. Update: Cllr W Gray advised the orchard was planted by Platform Housing. Cllr Elliot updated meeting has been in contact and confirmed is in discussion for the installation of seating, raised beds subject to consultation & confirmed approaches to YMCA - Further updates 15 July Cllr W Gray & Cllr Elliot confirmed project is ongoing.

 

0726/42 Update: 0526/26 Emergency Response Plan - Following Cllr A Garratt's recent resignation the ERP is on hold. Update: Clerk raised current position with Lincolshire Resilience Forum Co-Ordinator at the LALC Summer Conference 14-07-26 who confirmed they are happy to assist.

 

0726/43 Update 0526/13 Public Participation Resident in attendance raised concerns regarding overgrown hedges/shrubs restricting width of roadside footpaths in the village. Clerk notes Hedgerows have been cut back.

 

0726/44 Update Co - Option ELDC has confirmed Cllr vacancy following publication of Notice of Vacancy following Resignation of Cllr A Garratt.

2. Updates on deteriorating condition of Main Street especially on bends following Highways site visit Thurs 30 April 2026 & follow up site visit 5 June & scheduled meeting 20 July - see agenda item.

3. Renovation of HPC Assets. Continued to chase contractor, discussed on 7th July - raised subtantive concerns re the deterioring condition of the Horsington cast iron signs support posts especially the Horse in Ton sign at the Horncastle Road end of the village.

a) Progress on implimentation of secure GOV.UK domain name & email contact address. Domain name registered horsingtonparishcouncil.gov.uk. New provider instructed re transfer of domain name and email address service for HPC and Cllrs to replace current gmail.com email address. Matter proceeding..

0726/44 Resignation of Cllr A Garratt notified ELDC - updated websites posted Notice of Vacancy - confirmation of  Co-Option received. Issued updated FOI.

 

Finance:

1. Finalised & Published Approved and Redacted copies of  signed Year End 31 March 2026 Financial Statements (AGAR) Bank reconcilliton & Notice of Commencement of Public Rights 1st June - 14 July 2026 on Notice Board & Website. Submitted AGAR Certificate of Exemption to External Auditor & received acknowledgement.

2. Checked payments due & issued cheques & bank statements reconciliation in preparation for 15/07/2026 Ordinary meeting. Posted May cheques in payment. Liaising with Zurich Insurance chq not received - stopped chq & re issued for signature & now cleared.  Monitoring & reconcilation of bank statements May/June 2026.

3. Notified HMRC of renumeration & non payment returns.

4. Liaison with new horsington.gov.uk provider & arranging transfer.

5. Discussed transfer to Online Banking with Lloyds Bank Horncastle.

6. Clerk feedback from LALC Summer Conference 14-07-2026 on various matters.
