Minutes of Horsington Parish Council (ZOOM) meeting held on Wednesday 24th February 2021.

Minutes of the Parish Council meeting held on 9th December 2020 were approved for signing as a true record of the meeting.

EC/087/00332/20 Enforcement Notice - LAND OFF, MOOR LANE, HORSINGTON - Clerk - Tue, Jan 12, 2021 formally requested an update from Case Officer - further information circulated 11-02-2021. Chairman had circulated photos of 2 containers plus other material on site.
Resolved: Clerk & Cllr Gray to progress this matter with ELDC which may be taking time due to Officers COVID restrictions to attend site visits.
Ref: 1020/22 Notice of Vacancy in Office of Councillor - Update Co-Option (Vacancy publicised on HPC COVID 19 information Flier.)
Resolved: Members to continue encourage interest in the vacancy and await any feedback from the information flier - See Agenda item 0221/68.
Ref: 1020/26 New Horsington Parish Council Website. Documentation removed from old web site & transferred to new - initial set up completed Clerk is liaising with web designer to ensure all functions are satisfactorily enabled. Site is compliant with current accessibility requirements. Clerk has obtained pro bono support to finish web site.
Ref: 1020/28 Bank Mandate amendments completed.
LCC Highways Grass Cutting Funding Financial Yr 2019/20 - Completed & funding received.
VAT 126 Refund Claim 2020/21. Receipt of rebate is outstanding - matter in hand.
Ref: 12 20/44 (a) Completed applied and received funding - Cllr Bradwell COVID 19 support grant cleaning and hand sanitization for Horsington Village Hall.
1220/46 Finance: Precept Form Completed and Submitted to ELDC 2021/22.
Assisted with content & prep of HPC - Community Support COVID 19 Flier.
Submitted application to LCC for Grass Cutting relief 2021/22. Approved - funding confirmed at £458.67.
Liaising with Cllr Bradwell & Cllr Bates re Cllr's Howard reported from Resident complaint re the unsatisfactory condition and flooding of Bus stop lay-by. Ref Agenda Item 0221/63 below.

a. To receive a report from LCC Cllr. P Bradwell.
Updated meeting on progress of Community gang - currently in Hemingby confirmed works to be completed. &. Update on flooded Bus stop lay- by is in hand, but pressure on Highways due to flooding in Baumber-Wainfleet - Grantham. Drains in Horsington were checked September 2020 & to review 'missing kerbstones' as part of works to resolve issue. Cllr Bates raised concerns re - blocked drain on Main Road (B1190) near Moor Lane junction. Clerk to continue to liaise with PB.
b. To receive a report from ELDC Cllr. W Gray.
Update Proposed Community Orchard Cllr W Gray no further update on Platform Housing's consultation. ELDC 2021/22 Budget- no reduction in services balanced budget due to extra £19.3m funding over 5 years on top of normal core work. Two additional Central Gov funding pots of £25 & £50m for Coastal regeneration Mablethorpe & Trusthorpe.
0221/64 Highway/Footpath Repairs Pot holes & maintenance - Update & Actions:
1. List of works - LCC Highways Gang. -In hand
2. Flooded Lay- by - Missing Kerb stones - Blocked gullies causing distress to residents.
3.Overgrown public footpaths beside Bucknell Road - In hand.
4. Witham Third Internal Drainage Board - Blocked drainage ditches - in hand.
0221/65 Faulty Street Lights - Reported to ELDC - Update. Resolved: Clerk & Cllr Gray to chase ELDC.
0221/66 Traffic Calming measures & signage. Update: re proposal for additional signage i.e., "village entry gates". Cllr Gray has kindly allocated £400 from Cllr Discretionary grants budget - application submitted to ELDC finance. Entry gates can be purchased from specialist companies or consider local sources. Cllr Reavill circulated photos during meeting.
Resolved: to undertake further research on costs & sources & liaison with Highways.
0221/67 Emergency plan proposals. - Cllr R Howard - update. Is progressing but needs volunteers to be involved in the plan in the case of emergencies. Discussed and Resolved that this could be launched at the next Annual Parish/ Community Meeting when COVID restrictions permit.
0221/68 HPC's COVID 19 Community Support Flier. - 'HELP IS AVAILABLE IF YOU FACE DIFFICULTIES BECAUSE OF THE PANDEMIC ' Jan 2021. Fliers have been prepared and circulated to all Horsington households. Flier sets out helpful information, plus contact details of relevant Public & Private Organisations (NGO's) providing COVID 19 Support Services - Financial help - Health services - bus services - food banks etc,. along with Horsington Parish Council - Clerk & Members names and contact details & Councillor Vacancy as previously publicised for Co-Option onto HPC.

0221/73 Minor Items - a. To take any points from members. Chairman raised matter of need of any additional communications following the circulation of the Community flier. (Ref Agenda Item 0221/68 Report & Update on going communications - New website etc.,)
Clerk advised additional links and support functions can be added to the new website as this is developed. Members broadly discussed the topics and information which can be brought forward at the next Annual Community Parish Meeting, due to be held at the Village Hall once COVID 19 lockdown restrictions permit. (This could also include the launch of the Emergency Plan (Ref: Agenda Item 0221/74)
Members considered launching a HPC facebook page to circulate general updates and information. Resolved: Cllr Reavill to undertake this.
b. Matters of correspondence for information which arrived after the agenda was posted.
No other matters.
0221/74 Village Hall & Schedule 2021/22 Parish Council Meetings & Annual Parish Meeting. Clerk reported still awaiting Gov guidance on the dates for opening the Village Hall for the Annual Parish Council Meeting and Annual Community/Parish Meeting normally convened during May each year.
Resolved: to Set dates for Horsington Parish Council Meetings Year 2021/22 as;
05/05/2021 - 14/07/2021 - 15/09/2021 - 08/12/2021 - 16/02/2022.
