Passing of HRH The Duke of Edinburgh - Period of Remembrance & Mourning. Chairman's statement to Honour and in Reverence of HRH Prince Philip followed by one minutes silence in Remembrance of His life of Duty & Service to Her Majesty Queen Elizabeth 11 and The Country.
0421/77 Apologies for absence: Candidate for Co-Option on to HPC.
0421/78 Consideration of Application for Co-Option of New Member to Horsington Parish Council - Postponed to next scheduled meeting - 05-05-2021.
0421/79 Public Participation. Query from the resident present. Has been unable to access facebook page, has this been done and do the public access settings need revising. Cllr Reavill & Clerk confirmed settings are correct for anyone to access page.

Minutes of the Parish Council meeting held on 24th February 2021 were approved for signing as a true record of the meeting.

Ref: 1220/45 Planning - EC/087/00332/20 Enforcement Notice - LAND OFF, MOOR LANE, HORSINGTON - Update 17-03-2021 Planning Contravention Notice served. Letter dated 17th March 2021.
Ref 0221/65 Faulty Street Lights - Reported to ELDC - ELDC via "Fix My Street" that three street lamps which are burning 24/7 will be repaired in April;
Ref: 1020/26 New Horsington Parish Council Website. Progress on website. Session arranged Thurs 15th April to complete training & have facility for the uploading of Minutes & Agenda's refer to email 13-04-2021 problems with Jadu hosting software which is causing problems with structural amendments to website. Recent Minutes & Agenda's updated.
Ref 0221/66 Traffic Calming measures & signage Forwarded information and pricing from 2 suppliers of proposed Village Gateway signs for consideration.
Ref 0221/73 HPC - Improved communications Cllr Reavill set up HPC facebook page - Clerk and others posting regular updates particularly COVID 19.
Liaison with HMRC - all finance matters resolved including PAYE & VAT 126 Refund. Completed PAYE Submissions 2020/21.
Preparation AGAR Audit Year- end 31/03/2021 - Internal & AGAR Audit arrangements. AGAR accounts completed and passed to Internal Auditor - need to authorise good will payment of £30 for conducting audit.
Pensions Regulator Re-enrolment declaration submitted.
Reported Dog Fouling Concerns to ELDC. Dog Warden informed & to Contact Clerk - Have spoken to PCSO Nigel Wass is unable to participate in meeting - to liaise with Clerk and ELDC's dog warden.
Liaising with Village Hall Committee re Meetings & following Gov COVID 19 Updates. Unlikely Annual Community meeting will be held earlier than July 2021.
Liaising with Cllr Bradwell & Cllr Bates re Cllr's Howard reported from Resident complaint re the unsatisfactory condition and flooding of Bus stop lay-by. PB confirmed dates for works.
Preparing ELDC Consultation Housing Policy SP29 response. Emailed to Cllrs for comment and finalising at meeting.
Preparation New Member Co-Option & Liaison with Candidate.

0421/83 Reports from Elected Representatives.
a. To receive a report from LCC Cllr. P Bradwell.
1. Flooded/Blocked Drain - Bus stop Lay-by Main Street. - Advised repairs to take place 28th April. Further advised there appears to be issues with the camber of the road adjacent to the lay-by as some rain water flows either side of drain into the lay- by. PB to request Highways re assess. 2. Road sign at Baumber Road has been repaired but has been situated too close to the road -highways to review siting of sign. 3. Bucknall to Horsington Road, footpath over grown and grass/weeds penetrating through and breaking up the tarmac surface. Cllr Hill expressed his concern that clearing the grass off would be insufficient it needs resurfacing. Agreed to meet Cllr Hill on site and refer back to highways.
b. To receive a report from ELDC Cllr. W Gray.
Community orchard completed and planted. (Chairman has viewed and is impressed)
Update on ELDC's relocation to Horncastle etc & general update of ELDC activities including TED facilities.

0421/85 Faulty Street Lights - Reported to ELDC - Update 3 street light on 24/7 scheduled for April repair.
0421/86 Traffic Calming measures & signage. Update: re proposal for additional signage i.e., "village entry gates". Cllr Gray has kindly allocated £400 from Cllr Discretionary grant approved - funding not yet received. Discussion on information circulated by Clerk and consideration of potential costs. Resolved: Cllr Hill to make further inquiries on additional sources and to liaise with Cllr Bradwell & Highways.
0421/87 Emergency plan proposals. - Cllr R Howard - update - ongoing.
0421/88 HPC's Communications: COVID 19 Community Support Flier - Website & Facebook page. As reported in Appendix A & Minute Ref 0421/79 website & fb being actioned.
0421/89 Report of Dog Fouling: - See Clerk update/ further actions required. Appears there is not a significant issue of dog fouling on public land & footpaths within the village confines of Horsington, with the exception of public footpaths crossing farm land. ELDC warning signs in village are out of date and need replacing. Clerk to continue to liaise with ELDC & PCSO Nigel Wass & Cllr Gray to also contact Dog Warden. Cllr Reavill to update meeting - Resolved: to consider matter further in a closed session at the end of meeting.

5. Query Re 1.1% Variance on Horsington Council Tax Bills. Cllr Gray updated meeting & Clerk checked calculations, but no explanation of variance. Clerk confirmed 2021/22 Precept of £4,000 correctly credited by ELDC.
0421/91 ELDC CONSULTATION: Housing Policy SP29Update - Extra Ordinary Meeting Thursday 11th March 2021 - to review and finalise HPC's formal response. Resolved: to submit Consultation prepared by Clerk as per Extra Ordinary Meeting.

Chairman advised All Saints Church is now effectively closed, except for funerals & significant other occasions - users expected to adhere to COVID restrictions & clean before and after services. Chairman expressed the (personal) view that with the effective closure of the church, pub (renovations works expected to resume soon) & village hall, there have been no venues available for villagers to use due current COVID 19 safeguarding restrictions. Fly-tipping - ongoing issue particularly burnt out caravan reported over a year ago and dumping waste into ditches and stream at Poolham Lane resulting in pollution. Issues reported on Fix My Street for ELDC's attention- but no action thus far. Resolved; to progress further.
b. Matters of correspondence for information which arrived after the agenda was posted. No other matters.
