You are hereby summoned to attend the Ordinary Parish Council Meeting of Horsington Parish Council on Wednesday 14 September 2022 commencing 7.30pm at Horsington Village Hall.

In accordance with the provision of the Public Bodies (Admission to Meetings) Act 1960 as amended by Section 100A of the Local Government Act 1972, Schedule 12A the Public and press may attend the meeting.

The recording at Council Meetings is permitted with the full knowledge of the Chairman of the Meeting and must be conducted openly.

0922/56 Update: 0722/37. Highway/Footpath Repairs Pot holes & maintenance - Updates & Actions:

1. Flooding/Blocked drain/s - Bus stop Lay-by Main Street & Nr junction of Moor Lane - no flooding of late due to dry weather works apparently scheduled.

2. Bucknell to Horsington Rd, footpath overgrown and grass/weeds penetrating through breaking up tarmac surface - Cllr Bradwell advised Clerk, works are scheduled for September 2022.

3. Footpath Moor Lane - Installation of footpath to assist disabled resident. Moor Lane - Horsington Rd junction - Need specific funding -site visit to be arranged.

a) Construction of (FOC) and installation of: Village entry gates: Ongoing & in hand.

b) Traffic Survey (levels & speeds). Clerk awaiting outcome  of formal request to LRSP & Highways review of the 60 mph limit on all the approaches to Horsington & Enforcement request to Lincs Neighbourhood Police - re noisy speeding motorcyclists'.

0922/58  Update 0722/39 - Emergency Response Plan (ERP). Cllr Howard - LCC Resilience Forum (LCC/RF). Cllr Howard circulated plan document and equipment list. Consideration of storage of equipment further agreement and possibility for each emergency responder listed - to host key elements of the kit to spread coverage in the village. Clerk advised HPC will fund any storage boxes required. Cllr Howard to apply for GDPR information sheets to record responder contact details.

b) b) Ref: APP/D2510/C/22/3300400. Notification received 13/07/2022. Appeal against ELDC Enforcement Notice EC/087/00229/21. LAND OFF, MOOR LANE, HORSINGTON Change of use of land from agricultural to a mixed use comprising of agriculture and recreational use, the erection of a timber building for residential use and siting of a storage container. Retrospective Planning Permission - S/087/01307/21- Erected timber building  for permanent residency etc., refused consent. Clerk reviewed Appellant's statement of Case prepared & circulated draft HPC response to appeal - approved by Members. Online submission to Planning Inspectorate 15/08/2022. Awaiting outcome.

c) Application Re: S/079/01078/22 LAND ADJACENT SOTBY WOODS, STURTON ROAD, HATTON Planning Permission - Installation of a temporary ground mounted 49.9MW solar farm with associated infrastructure, construction of vehicular accesses, CCTV cameras on 4m high poles a 15m high communications tower and security fencing to a maximum height of 2.2m. Consideration of development implications to Horsington Parish.
