You are hereby summoned to attend the Ordinary Parish Council Meeting of Horsington Parish Council on Wednesday 7 December 2022 commencing 7.30pm at Horsington Village Hall.

In accordance with the provision of the Public Bodies (Admission to Meetings) Act 1960 as amended by Section 100A of the Local Government Act 1972, Schedule 12A the Public and press may attend the meeting.

The recording at Council Meetings is permitted with the full knowledge of the Chairman of the Meeting and must be conducted openly.

Minutes of the meeting held on 13 July 2022 to be approved and signed as a true record. Note: The meeting scheduled for 14 September 2022 was not convened due to the period of national mourning for Her Majesty Queen Elizabeth II between 8 September 2022 and the State Funeral on 19 September 2022.

1222/73 Update: 0922/56 Highway/Footpath Repairs Pot holes & maintenance - Updates & Actions:

1. Flooding/Blocked drain/s - Bus stop Lay-by Main Street & Nr junction of Moor Lane - no flooding of late due to dry weather works apparently scheduled - Anglian Water repairs scheduled. 15 -18 November 2022 update.

2. Bucknell to Horsington Rd, footpath overgrown and grass/weeds penetrating through breaking up tarmac surface - Cllr Bradwell advised Clerk, works scheduled for September 2022 - not resolved Cllr Bradwell report.

3. Footpath Moor Lane - Installation of footpath to assist disabled resident. Moor Lane - Horsington Rd junction - Need specific funding -site visit to be arranged.

1222/74 Ref: 0922/57 Traffic Calming measures & signage.

a) Construction of (FOC) and installation of: Village entry gates: Ongoing & in hand.

b) Traffic Survey (levels & speeds). Clerk awaiting outcome  of formal request to LRSP & Highways review of the 60 mph limit on all the approaches to Horsington & Enforcement request to Lincs Neighbourhood Police - re noisy speeding motorcyclists'. Clerk chased LCC Highways & Neighbourhood Police. Note: Lincs Neighbourhood Police invited to meeting. 

1222/75  Update 0922/58 - Emergency Response Plan (ERP). Cllr Howard - LCC Resilience Forum (LCC/RF). Cllr Howard circulated plan document and equipment list. Consideration of storage of equipment further agreement and possibility for each emergency responder listed - to host key elements of the kit to spread coverage in the village -Further consideration & Update: Cllr Howard.

1222/77 Update 0922/60 Training & Seminar: Report by Chairman on attendance at Local Government Association (LGA) Personal Safety webinar for Councillors & Officers   7 December 2022 & Report on attendance by Chairman & Clerk at Cost of Living - Winter Support Summit hosted by Victoria Atkins MP on 14 October 2022 10:00am -13:00pm at Louth.

a) Set Precept - Consideration of Financial Statement/Budget 2023/24.

1222/79 Update: 0922/63 - Memorial in recognition of Charles Hill (former Chairman of HPC) for his outstanding contribution and service to the local community. Matter for further consideration following feedback received at meeting - Chairman & Cllr Hill.

a) S/087/01453/22 LAND ADJACENT CORDELIA, MOOR LANE, HORSINGTON.

Planning Permission - Erection of 1no. dwelling, detached single garage and construction of a vehicular access. Circulated details to Members 05/09/2022 for consideration. Clerk submitted HPC response 07/09/2022 conditional support.  Update: Full Planning Permission 4/11/2022.

b) Ref: APP/D2510/C/22/3300400. LAND OFF, MOOR LANE, HORSINGTON.

Appeal against ELDC Enforcement Notice EC/087/00229/21 received 13/07/2022.   Change of use of land from agricultural to a mixed use comprising of agriculture and recreational use, the erection of a timber building for residential use and siting of a storage container. Retrospective Planning Permission - S/087/01307/21- Erected timber building permanent residency etc., Refused consent.

Clerk: HPC submission to PINS 15/08/2022. HPC Appeal Position Statement:

The Parish Council's position is that; there is no intention to prevent the appellant from continuing with any proposed improvements and implementation of nature conservation work, the keeping poultry (or other livestock), creating wildlife ponds, planting trees etc. Certainly there is no wish to prevent the appellant using and enjoying the site.

Awaiting outcome of Enforcement Appeal.

c) Application Re: S/079/01078/22 LAND ADJACENT SOTBY WOODS, STURTON ROAD, HATTON Planning Permission - Installation of a temporary ground mounted 49.9MW solar farm with associated infrastructure, construction of vehicular accesses, CCTV cameras on 4m high poles a 15m high communications tower and security fencing to a maximum height of 2.2m. Consideration of development implications to Horsington Parish.
