(Notes of) Minutes of Ordinary  Parish Council Meeting held on Wednesday 08 December 2021 @ 7.00pm in Horsington Village Hall - Covid -19 Secure Gov. UK regulations for meetings held in community venues & social distancing safeguard measures - were adhered to at all times.

Those present: Mr C Bates (Chairman) Vice Chairman Mr A Reavill,  Cllr R Hill, Cllr R Howard  & Cllr W Gray

In remembrance and respect of the recent passing of Mr Charles Hill - former Chairman of HPC a Minutes Silence was observed followed by the Chairman's eulogy honouring Cllr C Hill's remarkable contribution and service to the Parish Council and the local community.

 Minutes of the Parish Council meeting held on 15 September 2021 approved and signed as a true record.

Ref: 1220/45 Planning - EC/087/00332/20 Enforcement Notice - LAND OFF, MOOR LANE, HORSINGTON  - Update: Liaison with ELDC Enforcement etc,.

Ref S/087/01307/21 Retrospective Planning Permission. Applicant submitted Further Planning Statement (FPS) Posted on ELDC Planning Portal 01/09/2021 & Dated 3/08/2021.

Members considered statements of concern in respect of HPC's statutory consultation response to ELDC 22/07/21. Due to nature of applicants unfounded statements as Resolved at meeting on 15/09/21 - Clerk submitted a supplementary response to ELDC for clarification and publication.

Additional action: Previous HPC Chairman advised of further inaccurate statements within FPS - Clerk submitted approved second supplementary clarification response to ELDC.

Ref: 1020/26 New Horsington Parish Council Website. LALC Web site Management Service agreement confirmed  - Clerk liaising with LALC Web Master - Site is being maintained & format of Agenda's & Minutes revised to facilitate uploading onto website.
 
Ref 0921/50 Traffic Calming measures & signage. Update: re proposal for additional signage i.e., "village entry gates". Liaising with Cllr Hill & Alternative local suppliers.

Clerk ordered 6 LRSP Check your speed 30mph signs & liaising with Community Speed Watch (CWS) & Cllr Bradwell for information & possible support in addition to costing of interactive speed signs.

Members Communications re traffic survey & LCC proposal for 20mph village speed limit.

0921/47 Notice Board - Update Minute ref 0521/31: Clerk liaised with Highways & submitted formal application for consent 21/09/21 - Chased 18/11/21.

Duckpool Bridge: Notification & Liaison with LCC Highways re water proofing repairs scheduled February 2022.

2. Submitted HMRC - PAYE returns.

3. Agreed LCC 2022/23 Transition Relief Grass Cutting Agreement.

1221/62. Reports from Elected Representatives.

a. To receive a report from LCC Cllr. P Bradwell. - (ref  Highway matters below) Apologies - to liaise with Clerk following meeting.

b. To receive a report from ELDC Cllr. W Gray.

Cllr Gray updated the meeting on the continuing strategic and structural changes within ELDC and confirmed ELDC is linking with both Boston Borough and South Holland District Councils to form a "South and Eastern Partnership" with 1 CEO.

Further Progress with the "new Further Education College and Public Sector Hub on Horncastle's Mareham Road. The development will see a new education facility, operated by Boston College, built alongside a Public Sector Hub the headquarter of ELDC and partner organisations".

1221/63. Highway/Footpath Repairs Pot holes & maintenance - Update & Actions:

1. Flooded/Blocked Drain - Bus stop Lay-by Main Street - flooding recently returned and at bend near junction of Moor Lane.

Resolved: Clerk to notify Highways & liaise with Cllr Bradwell.

2. Bucknall to Horsington Road,  footpath over grown and grass/weeds penetrating through and breaking up the tarmac surface. Update: Clerk liaising with Cllr Bradwell toarrange works to be completed.

3. Pot holes on Horncastle Rd & condition of road by Honey Holt Wood reported by Clerk https://fixmystreet.lincolnshire.gov.uk/report/2633533. Works reported as completed.

4. New Matter: Foot Path Moor Lane - Installation of a footpath to assist disabled resident - Moor Lane to Horsington Road junction. Clerk liaising with Cllr Hill & Cllr Bradwell.

5. New Matter: Duckpool Bridge Duckpool Lane Stixwould - Notification & Liaison with LCC Highways re water proofing repairs scheduled February 2022. Concerns raised re diversion route via Moor Lane and increased traffic after repair & resurfacing. Resolved : Clerk to liaise with Highways & Cllr Bradwell.

1221/64. Reports of Fly-tipping to ELDC - Updates.

Clerk Report: Fly-tipping - burnt out caravan - chased ELDC 05/10/21 & 06/11/2021 Cllr W Gray chased. Further follow up chase 19/11/21 - ELDC Cleansing Team. Update: most of debris removed - concerns regarding remaining broken glass. Resolved: Clerk to liaise with ELDC to clear.

1221/66. Update 0921/45  Emergency plan proposals. Cllr Howard Potential LALC Emergency Planning Training - 2nd February 10am 1pm County Emergency Centre, Lincoln.

Cllr Howard confirmed is available to attend & Clerk to arrange.  

1221/67 Ref 0921/46  HPC's Communications & Web Site: Clerk report. Members considered circulation of 2nd News letter. Resolved; Chairman to draft for approval & publication.
