Minutes of Ordinary Meeting of Horsington Parish Council on Wednesday 13 July 2022 commencing 7.00 pm at Horsington Village Hall.
Those present: Mr C Bates (Chairman) Vice Chairman Mr A Reavill, Cllr R Hill, Cllr R Howard, Cllr Patricia Reeve, & Cllr W Gray.

Ref: 0244/104. Highway/Footpath Repairs Pot holes & maintenance - Updates & Actions:
1. Flooding/Blocked drain/s - Bus stop Lay-by Main Street - flooding ongoing. Clerk emailed Highways to urgently expedite works - 17/03/22 & copied to Cllr PB & included flooding near Moor Lane. Update Response 19-04-22, highways are planning some drainage works as pipes damaged under the road, but no scheduled date available. The teams are overwhelmed with a backlog of works. Will chase for further update.
2. Bucknell to Horsington Rd, footpath overgrown and grass/weeds penetrating through breaking up tarmac surface - Clerk continues to chase.
3. Footpath Moor Lane - Installation of footpath to assist disabled resident. Moor Lane - Horsington Rd junction. Clerk continues to liaise with Cllr PB & Highways.

a) " Village entry gates" Update: Require specifications of gateways and site locations.
b) Traffic Survey (levels & speeds). Awaiting further information from LRSP & Highways review of the 60 mph limit on all the approaches to Horsington & a Enforcement & outcome of request to Lincs Neighbourhood Police - re noisy speeding motorcyclists'.

a) 13 May 2022 Conducted a review of website content, liaised with LALC Webmaster to refresh information, including chasing ELDC (again) to update Clerk contact details.
b) AGAR 2021/22 Accounts - Audit Statements & Public Rights Notice published by due date (10/06/2022) on website & notice board. AGAR Certificate of Exemption submitted to external auditor 25 May 2022.
c) Commenced application process for HPC's official gov.uk domain name/contact email address - to comply with GDPR. Emailed to Chairman authorisation letter for signature.
d) Prepared & Published Notice of B1190 Road Closure affecting bus services -
28th June- 13th July 2022.From the 28th June to the 13th July the B1190 Horncastle Road between Bucknall and Horsington will be closed between the hours of 08:00am – 17:30pm Monday – Friday.

0722/41 Ref: 0522/03 HPC Cllr P Reeve to attend LALC New Cllr training - 19 July 2022 - evening session. Clerk received & submitted to ELDC DPI form.
0722/42 Ref: 0522/25 Ref Queen's Platinum Jubilee Event participation 2022. Clerk Liaised with Cllr W Gray & successfully submitted application to secure funds from ELDC's Queen’s Jubilee Parish Council Grant for the evening entertainment provided by Comedian 'Nigel Boy Syer' during the successful community event celebrating the Queen's Platinum Jubilee. Cheque handed to entertainer at the event. Clerk forwarded photos of event to ELDC for publication.

a) Ref: S/087/01307/21 LAND OFF MOOR LANE Retrospective Planning Permission. Existing Wooden Building Refused 09/09/21. No appeal lodged against refusal as 6 months has lapsed. Internal communications review.

b) Ref: S/087/02645/21 ROSE COTTAGE FARM HORNCASTLE ROAD HORSINGTON.
Planning permission Change of use of land for the siting of 10 no. touring caravan pitches, a camping field, 8 no. glamping pods, 22 no. glamping cabins and 4 no. underground hideaways and 1 no holiday lodge etc; see full details in Minutes of meeting 16 February 2022 & Agenda of meeting 20 April 2022 & HPC's Resolution. Clerk submitted HPC Resolution consultation response accordingly on 18/02/22. Update: Application Withdrawn 17/03/2022.

Various Updates in respect of ELDC projects. Relocation of Main Offices at Manby to Horncastle building hand over in September but not staffed until 2023.Update on Platform Housing maintenance works at the community orchard. Homes to Ukraine scheme. Govt energy cost support via ELDC.

0722/39 - Update 0522/21 - Emergency Response Plan (ERP). Cllr Howard - LCC Resilience Forum (LCC/RF). Cllr Howard circulated plan document and equipment list. Consideration of storage of equipment further agreement and possibility for each emergency responder listed - to host key elements of the kit to spread coverage in the village. Clerk advised HPC will fund any storage boxes required. Cllr Howard to apply for GDPR information sheets to record responder contact details.
0722/40 HPC's Communications & Website - See Clerk report. Road closure B1190 & temporary bus service during closure. (Road now open) Concerns raised re some information posted on HPC Facebook page. Resolved: Cllr Reavill to revise security settings.

a) Approved HPC Contribution towards HM The Queen's Platinum Jubilee Celebrations.
0722/43 Ref: 0522/25 Queen's Platinum Jubilee Event . Update: Chairman gave a report & Resolved: A vote of thanks for the terrific amount of hard work to Amy Annekin for arranging the afternoon tea & Village Hall Committee especially Cllr Hill for overseeing all arrangements. Clerk & Cllr W Gray for securing funding. Cllr Hill updated meeting on cost of event. Discussed possible events October/November & Christmas to help keep village together.
0722/44 Ref 0522/26 - Update: Memorial in recognition of Charles Hill (former Chairman of HPC) for his outstanding contribution and service to the local community. Chairman liaising with family & Cllr Hill.
0722/45 Ref: 0522/29 Cllr Reavill raised the consideration of convening HPC Meetings quarterly. Update - Standing Orders convening of Parish Council meetings - extract:
4. Ordinary Council Meetings.
d: In addition to the Annual meeting of the council, at least three other ordinary meetings shall be held each year on such dates and times the council directs. (Total 4 meetings).
Consideration of current schedule of meetings convened - Annual Council Meeting May, Ordinary meetings - July, September December February & April. (Total 6 meetings).Note: Annual Parish meeting convened between March - May is additional to Parish Council meetings.
After consideration Members Resolved: To revert back to 4 meetings per Calendar Year commencing in 2023 - February, May, August & December with the proviso that Extra Ordinary meetings to be convened as necessary, it was also resolved that HPC meetings will start at 7.30pm commencing Wednesday 14 September 2022.

a) Ref S/087/01307/21. LAND OF MOOR LANE Retrospective Planning Permission - Erected wooden structure for permanent residency. Refused 09/09/21. Consider recent exchange of information. (Closed Session) Update: Cllr W Gray advised that Notification of an appeal against ELDC's Enforcement Notice had just been received prior to meeting.
Resolved: Clerk to review details and circulate assessment of the grounds of the appeal for Members to consider.
