Minutes of Meeting of Horsington Parish Council on Wednesday 7 December 2022 commencing 7.30 pm at Horsington Village Hall.

Those present: Mr C Bates (Chairman) Vice Chairman Mr A Reavill, Cllr R Hill, Cllr R Howard, Cllr Patricia Reeve, Cllr's P Bradwell & W Gray.

Concern raised re condition of village warning of bends sign needs repair.

Minutes of the meeting held on 13 July 2022 approved and signed as a true record. Note: The meeting scheduled for 14 September 2022 was not convened due to the period of national mourning for Her Majesty Queen Elizabeth II between 8 September 2022 and the State Funeral on 19 September 2022.

1. Flooding/Blocked drain/s - Bus stop Lay-by Main Street - Clerk again chased Anglian Water - LCC Highways - Anglian Water notification of work signage 4/11/22 updated info: to commence works 15 - 18 November 2022. 

2. Bucknell to Horsington Rd, footpath overgrown and grass/weeds penetrating through breaking up tarmac surface - Advised by Cllr Bradwell Works scheduled for September 2022 postponed & to provide new date.

3. Footpath Moor Lane - Installation of footpath to assist disabled resident. Moor Lane - Horsington Rd junction. Liaising with Cllr Bradwell ongoing.

a) " Village entry gates" Update: Ongoing.

b) Traffic Survey (levels & speeds). Awaiting further information from LRSP & Highways review of the 60 mph limit on all the approaches to Horsington & a Enforcement & outcome of request to Lincs Neighbourhood Police - re noisy speeding motorcyclists'. Chased Highways & Horncastle Wragby NH Police. Invited PCSO to 7/12/2022 meeting to discuss concerns and lack of notification re: Horsington PCSO Surgery.

a) Commenced application process for HPC's official gov.uk domain name/contact email address - to comply with GDPR. Established contact with proposed service provider for costs and procedure ready to proceed.

b) HPC Website &  HPC Facebook page. 

09/09/2022 Announcements of Death of HM Queen Elizabeth II & message of sympathy to King Charles III and the Royal Family on behalf of the people of Horsington.

Announcement of flying Union Flag at ELDC Tedder Hall, Manby at half-mast until 8:00am on the morning following the funeral. Proclamation of new Monarch. Notice postponing Parish Council Meeting due to be held on Wednesday 14 September following the death of H.M Queen Elizabeth II and the declaration of a period of mourning.

1222/77 Update: 0922/60 Training/Seminar: Circulated & booked Chairman on Local Government Association (LGA) Personal Safety webinar for Councillors & Officers  7 December 2022. Booked & attended with Chairman at Cost of Living - Winter Support Summit hosted by Victoria Atkins MP - 14 October 2022 10:00am -13:00pm at Louth.

a) S/087/01453/22 LAND ADJACENT CORDELIA, MOOR LANE, HORSINGTON Planning Permission - Erection of 1no. dwelling, detached single garage and construction of a vehicular access. Circulated details to Members 05/09/2022 for consideration. Submitted HPC response 07/09/2022. Received update Planning permission 04/11/22.

b) Ref: APP/D2510/C/22/3300400. Notification received 13/07/2022. Appeal against ELDC Enforcement Notice EC/087/00229/21. LAND OFF, MOOR LANE, HORSINGTON Change of use of land from agricultural to a mixed use comprising of agriculture and recreational use, the erection of a timber building for residential use and siting of a storage container. Retrospective Planning Permission - S/087/01307/21- Erected timber building  for permanent residency etc., refused consent. Clerk reviewed Appellant's statement of Case prepared & circulated draft HPC response to appeal - approved by Members. Online submission to Planning Inspectorate 15/08/2022.

c) Application Re: S/079/01078/22 LAND ADJACENT SOTBY WOODS, STURTON ROAD, HATTON Planning Permission - Installation of a temporary ground mounted 49.9MW solar farm with associated infrastructure, construction of vehicular accesses, CCTV cameras on 4m high poles a 15m high communications tower and security fencing to a maximum height of 2.2m. As requested Clerk circulated Baumber PC response to Members due to development implications for Horsington Parish. End.

a) To receive a report from Cllr P Bradwell - ref highway matters below  plus update on Highway matters - 1, 2 & 3 see clerk report. 

b) To receive a report from Cllr W Gray. Information update received by email on various cost of living support schemes plus ELDC update.
 
1222/73 Update: 0922/56 Highway/Footpath Repairs Pot holes & maintenance - Updates & Actions:

1. Flooding/Blocked drain/s - Bus stop Lay-by Main Street & Nr junction of Moor Lane - no flooding of late due to dry weather works apparently scheduled - Anglian Water repairs scheduled. 15 -18 November 2022 update. It appears Highways have cleared blockage by arranging a sub contractor to jet drain.

2. Bucknell to Horsington Rd, footpath overgrown and grass/weeds penetrating through breaking up tarmac surface - Cllr Bradwell advised Clerk, works scheduled for September 2022 - not resolved Cllr Bradwell is continuing to chase works.

3. Footpath Moor Lane - Installation of footpath to assist disabled resident. Moor Lane - Horsington Rd junction - Need specific funding -site visit to be arranged  - ongoing.

1222/74 Ref: 0922/57 Traffic Calming measures & signage.

a) Construction of (FOC) and installation of: Village entry gates: Ongoing & in hand.

b) Traffic Survey (levels & speeds). Clerk awaiting outcome  of formal request to LRSP & Highways review of the 60 mph limit on all the approaches to Horsington & Enforcement request to Lincs Neighbourhood Police - re noisy speeding motorcyclists'. Clerk received update 6/12/22; due to backlog assessment delayed to early 2023 dependent on staff resources. PCSO J Mohamed  advised not available to attend meeting - has arranged road side surgery on Main Street on Thurs 8 December 2022 to liaise re: residents speeding & policing concerns. 

1222/75  Update 0922/58 - Emergency Response Plan (ERP). Cllr Howard - LCC Resilience Forum (LCC/RF). Update: Cllr Howard - Emergency kit is due to be delivered 8 December 2022 & to liaise with the Horsington team members  & village hall. Has provided updated details to LRF Project Support Officer & team.

Matter for further consideration following feedback received at meeting - Chairman & Cllr Hill.  Members Resolved: to await further details from family & consider at next meeting 8 February 2023.

New item: S/087/02194/22 BLUNDELL PARK, MAIN STREET, HORSINGTON, Planning Permission - Extensions to existing dwelling to provide additional living accommodation and alterations to existing vehicular access. Received 21-11-2022. Consultation date 12-12-2022. Members Resolved: to support planning application.

1222/81. Consideration of announcement of the Coronation of His Majesty King Charles III on 6 May and Bank Holiday Monday 8 May 2023.  Members Resolved for HPC to liaise with the village hall committee to host a celebration event. Further details to be published.

1222/82. Chairman concerns re: Bus Services to Horsington and Call Connect services to other villages.( 'Call Connect is particularly useful to Horsington residents in view of the sparse service offered on routes 10 and 30 through the village').

1222/83 Correspondence. Clothing Bank recycling scheme. Members Resolved: not to proceed.

1222/84 Minor Items. Cllr A Reavill introduced young person undertaking the Duke of Edinburgh Award scheme, who is seeking opportunities/ community  tasks towards achieving the Award. Cllr Gray offered support & assistance via ELDC. HPC to consider other potential opportunities.
