Notes of Meeting of Horsington Parish Council on Wednesday 8 February commencing 7.30 pm at Horsington Village Hall.
Those present: Mr C Bates (Chairman) Vice Chairman Mr A Reavill, Cllr R Howard, Cllr P Reeve, Cllrs P Bradwell & W Gray.

Representation in respect of Planning and Enforcement matters at Moor Lane Horsington by the 2 interested parties present at meeting. Query from resident regarding provision and installation of Village entry gates.

a) To receive a report from Cllr P Bradwell - ref highway matters & see clerk report. Plus update on Lincolnshire Police's insufficient funding 2023/24 to maintain current community support services provided by PCSO's.
b) To receive a report from Cllr W Gray. Circulated news/ information update from ELDC.
0123/92 Update: 1222/73 Highway/Footpath Repairs Pot holes & maintenance - Updates & Actions:
1. Flooding/Blocked drain/s - Bus stop Lay-by Main Street - Flooding reappeared during freezing conditions Highways warning sign - jetting of drain may have shifted blockage to opposite side of road requires further investigations. Cllr Bradwell updated meeting and is to arrange site visit with LCC Highways Manager with Clerk & Chairman. Map of works required would be helpful.
2. Bucknell to Horsington Rd, footpath overgrown and grass/weeds penetrating through breaking up tarmac surface - Cllr Bradwell advised Clerk, works are scheduled to commence shortly.
3. Footpath Moor Lane - Installation of footpath to assist disabled resident. Moor Lane - Horsington Rd junction - Need specific funding - but unfortunately is considered to be a low priority for LCC Highways funding. To chase for a review.
4. Road side sign sharp bends - Loose sign fixed by Cllr Hill.

a) Construction of (FOC) and installation of: Village entry gates: Ongoing & in hand.
b) Traffic Survey (levels & speeds). Clerk awaiting outcome of formal request to LRSP & Highways review of the 60 mph limit on all the approaches to Horsington & Enforcement request to Lincs Neighbourhood Police - re noisy speeding motorcyclists'. Clerk received update 6/12/22; due to backlog assessment delayed to early 2023 dependent on staff resources. PCSO J Mohamed attended road side surgery on Main Street on Thurs 8 December 2022 to liaise re: residents speeding & policing concerns. Invitation accepted to Annual Horsington Parish meeting 15 March 2023.

Matter for further consideration following update feedback from family - Memorial Proposal to be confirmed by Cllr Hill & Village Hall Committee.

a) S/087/02506/22 GLEBE FARM, HORNCASTLE RD, HORSINGTON Planning Permission Erection of an agricultural storage barn. Received 09 January 2023. Update: Members considered application via circulation of emails between 25th & 26th January 2023. Resolved: to support application. Clerk submitted consultation response 30 January 2023. Awaiting decision.
b) S/087/02194/22 BLUNDELL PARK, MAIN STREET, HORSINGTON Planning Permission - Extensions to existing dwelling to provide additional living accommodation and alterations to existing vehicular access. Received 21-11-2022. Update: 09/12/2022 Clerk submitted HPC support consultation response. Decision Approved 27/01/2023.
c) Ref: APP/D2510/C/22/3300400. LAND OFF, MOOR LANE, HORSINGTON. Appeal against ELDC Enforcement Notice EC/087/00229/21 received 13/07/2022. Change of use of land from agricultural to a mixed use comprising of agriculture and recreational use, the erection of a timber building for residential use and siting of a storage container. Retrospective Planning Permission - S/087/01307/21- Erected timber building permanent residency etc., Refused consent.
Clerk: HPC submission to PINS 15/08/2022.Appeal dismissed 08 December 2022.
d) Ref: EC/087/00414/22 2nd Enforcement Notice issued 04 November 2022 in respect of the unauthorised development, given that works are continuing and are beyond the scope of the previously issued Notice under reference EC/087/229/21. Appeal received ref: APP/D2510/C/22/3312392. Awaiting consideration and decision by the Planning Inspectorate. Note: The Position of the Parish Council during the planning consideration and determination process is as a consultee party, which holds no statutory powers to approve, or refuse planning permission.
0123/99 Update: 1222/81 Coronation of His Majesty King Charles III - 6 May 2023 & Bank Holiday Monday 8 May 2023. HPC to liaise with the village hall committee to host a celebration event - Cllr Hill confirmed by email that arrangements are in place for a celebration event to be held on Sunday 7 May commencing at 4.00pm with entertainment following food & drinks, provided by the Village Hall Committee and part funded by the Parish Council.

0123/101 Chairman concerns re Lincolnshire Police funding budget 2023/24. Members considered matter and Resolved Clerk to write to Victoria Atkins MP to raise concerns with the Home Secretary.
0123/102 Update: 1222/82. Concerns re: Bus Services to Horsington and Call Connect services to other villages.( 'Call Connect is particularly useful to Horsington residents in view of the sparse service offered on routes 10 and 30 through the village'). Cllr Bradwell to investigate concerns.
0123/103 District & Parish Council Elections 4 May 2023. Clerk provided brief overview of procedures involved.

0123/105 Minor Items. Chairman raised attention to possibly attending a presentation on 9 February 7pm -8.30pm at ELDC new Centre in Horncastle re a Gov UK Rural Prosperity Fund up to £6.1 million. Chairman to report feedback to Members.
